CALI, Colombia — Three days after President Abelardo de la Espriella celebrated his inauguration here, instead of in the nation’s capital, the loud sound of cranes digging through rubble was drowning out the mumbled prayers of family members hoping to find their loved ones’ bodies after a devastating 7.4-magnitude earthquake flattened their building.
