BALTIMORE (WBFF) — A dispute over transparency and oversight at Baltimore City Hall is drawing comparisons to a similar power struggle in Annapolis from two decades ago, as former state Sen. Jim Brochin says City Councilman Mark Conway’s removal as chair of the council’s Public Safety Committee looks like politics, not performance.
