Before reports that Mayor Zohran Mamdani’s communications staffer ran a group chat with social media influencers on the auto-deleting, encrypted text app Signal, the chief counsel wrote a memo to City Hall staff telling them not to use the app for work.
The memo from Chief Counsel Ramzi Hassem in January said in bold and underlined that employees of the mayor’s office “should not use WhatsApp, Signal, or any other communications app or platform for work.”
The missive was put on the record by Councilman Frank Morano, a Staten Island Republican, during a Council hearing on the Signal chat and relationship
